In fact, this question contains several different questions. Some of them are associated with physical phenomena, for example, when in a given place on Earth end average solar day December 31, 2001, or where will the sun rise first on January 1, 2002?

In order to answer the first of the questions, you need to find the most eastern point on Earth lying to the west of the date line. This is Cape Dezhnev in Chukotka (if you do not take into account the small islets lying a little to the east). There it will happen two minutes earlier than on the Tonga Islands, and ten minutes earlier than on the New Zealand Chatham Islands.
